When: February 13, 2019

Summary: Kara testified that allocating more funds to the current education system would not improve student outcomes. Instead, she recommended that school boards and districts set measurable goals for reading and math, implement merit-based pay for effective teachers and principals, and adopt innovative programs to drive improvement.

Summary: Kara urged that Texas charter schools be granted access to the state's bond guarantee program, enabling them to secure loans for facilities.

Summary: Kara Belew testified that increased taxpayer funding for public education in Texas has not necessarily improved student outcomes, advocating for the Legislature to direct school boards to set measurable goals for math and reading, implement evidence-based programs, and focus spending on strategies that directly improve student results.
